Why is Hemant Soren Replacing Champai Soren as Jharkhand CM? Explained in 5 Points

1. Hemant Soren Granted Bail:
Hemant Soren, who received bail from the High Court on June 28, is set to return as Chief Minister of Jharkhand. This move comes even though the Enforcement Directorate (ED) is reportedly planning to file a Special Leave Petition (SLP) in the Supreme Court challenging the High Court’s bail order.

2. Timing Before Elections:
The stage is prepared for Hemant Soren’s return just months before the assembly elections in Jharkhand, which are scheduled for November-December 2024. Champai Soren, a loyal party member, took over as CM five months ago after Hemant Soren was arrested by the ED in an alleged money laundering case. Champai Soren resigned on July 2.

3. JMM’s Decision and Coalition Support:
Jharkhand Mukti Morcha’s (JMM’s) legislature party chose Hemant as its leader on July 2. He has already requested the Governor to form the government. The decision has been endorsed by the Congress and the Rashtriya Janata Dal (RJD), JMM’s allies in the INDIA bloc.

4. High Court’s Observations:
The High Court, in its bail order, observed that there was “reason to believe” that Hemant Soren was not guilty as alleged by the ED and that there was no likelihood of him committing a similar offense. Hemant Soren is likely to use these remarks as a defense against the BJP in the upcoming elections, unless the ED gets relief from the Supreme Court.

5. Political Dynamics and Future Prospects:
Polls in Jharkhand will be crucial for the INDIA bloc as they need to defend their government against anti-incumbency. Despite winning only one Lok Sabha seat in 2019, the JMM performed well in the state assembly elections, unseating the BJP government. The JMM-led alliance has a majority in the current assembly with 45 MLAs out of 76. Hemant Soren’s return is seen as a strategic move to strengthen the party’s position ahead of the elections.

The Numbers and Political Landscape:

  • The JMM has 27 MLAs, the Congress has 17, and the RJD has 1. Two JMM MLAs are now Lok Sabha members, and one resigned to contest on a BJP ticket. The BJP’s strength has reduced to 24 MLAs due to two becoming Lok Sabha MPs and one expulsion.
  • Former CM Babulal Marandi and Assam CM Himanta Biswa Sarma have criticized the leadership change, calling it a move to retain power within the Soren family.

Challenges and Strategic Moves:
Reports suggested Hemant Soren was initially reluctant to return as CM. However, the image of Champai Soren’s government had suffered due to certain allegations, prompting the JMM to bring Hemant back to ensure stability. Despite Champai’s reservations, all INDIA bloc partners backed Hemant, believing his leadership would be beneficial for the upcoming elections. Champai Soren is expected to be accommodated in Hemant Soren’s new government, leveraging his popularity in the Kolhan region, which is crucial for electoral success.
